Quebec issued 519 invitations for permanent selection on September 24 under its Skilled Worker Selection Program. This marks the ninth selection round of the year conducted by the Ministry of Immigration, Francisation and Integration. The invitations primarily targeted individuals with intermediate and manual skills, allowing them to apply for a Quebec Selection Certificate, a crucial step toward obtaining permanent residence in Quebec.

The 519 invitations were distributed across all four streams of the Skilled Worker Selection Program. Stream 2, which focuses on intermediate and manual skills, received the majority with 316 invitations. Stream 1 saw 86 invitations, Stream 3 had 110 invitations, and Stream 4 received 7 invitations. Eligible profiles for streams 1, 2, and 3 were extracted from the candidate pool on September 21, 2026, at 1:10 p.m., while Stream 4 profiles were extracted on September 24, 2026, at 1:10 p.m.

The Skilled Worker Selection Program serves as Quebec's primary economic immigration pathway for skilled foreign nationals seeking permanent residence. Candidates must first create a declaration of interest in Arrima. Eligible profiles are then assessed based on factors related to their ability to integrate economically and socially within the province.

Quebec adjusted its Skilled Worker Selection Program selection approach following the reopening of the Quebec Experience Program on July 2, 2026. Until the first Quebec Experience Program intake period closes on October 31, 2026, the province is scaling back Skilled Worker Selection Program invitations. The current focus is on candidates in TEER 4 and 5 occupations and those with less than two years of work experience.

These invitations enable selected candidates to apply for a Quebec Selection Certificate. If approved, this certificate allows them to apply to the federal government for permanent residence, with the intent to settle in Quebec. Applicants already residing in Canada may also be eligible for a bridging open work permit after filing their permanent residence application.

From November 2026, Quebec plans to adjust Skilled Worker Selection Program invitation volumes. These adjustments will be based on the number of applications received during the first Quebec Experience Program intake. The province aims to align admissions with its 2026 to 2029 targets and intends to issue an equal number of Quebec Selection Certificates through both the Skilled Worker Selection Program and the Quebec Experience Program from June 10, 2026, to the end of the planning period in 2029.
