The Canada Border Services Agency has resumed removals to Bahrain, Kuwait, Qatar, and the United Arab Emirates. As of September 23, 2026, inadmissible individuals from these four countries with enforceable removal orders may now be compelled to leave Canada.

This action follows the countries being dropped from an exclusion list on the CBSA’s "Enforcing removals from Canada" web page. An enforceable removal order allows the CBSA to immediately deport individuals who hold a departure, exclusion, or deportation order and have exhausted all legal appeals, stays, or risk assessments.

Prior to this change, removals had been stayed by an Administrative Deferral of Removal, ADR, which the Canada Border Services Agency introduced on March 24, 2026. An ADR is a temporary measure imposed by the CBSA to defer removals during a humanitarian crisis, involving conditions that could seriously threaten the lives or safety of an entire civilian population.

An ADR does not prevent the CBSA from removing individuals inadmissible on grounds of designated regime membership, criminality, international or human rights violations, reasons of national security, or organized crime.

Canada utilizes three types of removal orders. A departure order allows 30 days to leave and confirm departure, with potential for future return. An exclusion order mandates immediate departure and confirmation, with a one or five year bar on return unless an Authorization to Return to Canada is secured. A deportation order requires immediate departure and confirmation, imposing a permanent bar on return unless an Authorization to Return to Canada is obtained.
