This update is part of the Bill C-3 citizenship by descent hub, with the Citizenship guide. A notable increase in applications for Canadian citizenship certificates from Americans is underway. This surge follows recent changes to Canada's citizenship law. Many applicants aim to secure future opportunities for their adult children, rather than intending to relocate to Canada themselves.

Changes to Canada's citizenship law, which took effect on December 15, 2025, have driven this rise in proof of citizenship applications. These applications frequently seek to establish Canadian citizenship for adult children, thereby opening various opportunities in Canada and internationally.

Bill C-3 passed on December 15, 2025, allowing claims to extend beyond grandchildren. This legal amendment enables more individuals to establish Canadian citizenship through ancestral ties. As of July 2026, the Canadian passport ranked seventh on the Henley Passport Index, while the US passport ranked 10th. For children born on or after December 15, 2025, a Canadian parent born outside Canada must have accumulated at least 1,095 days of physical presence in Canada before the child's birth. The Prohibition on the Purchase of Residential Property by Non Canadians Act is currently set to lapse at the start of 2027.

Prime Minister Mark Carney addressed the European Parliament in September 2026. He stated Canada and the EU should deepen people to people ties and allow young people to work, study, and live on either side of the Atlantic. He also proposed Canadian membership in Erasmus+, the EU student exchange program. Newsweek reported the case of an American mother, Laurel, who is gathering documents under the new law. She believes a Canadian passport could provide her transgender daughter with travel documents reflecting her gender, following a US executive order that limited passport sex markers to sex recorded at birth.

Canadian citizenship offers adult children several advantages. They can work in Canada without a work permit, pursue higher education at Canadian rates, and work unlimited hours while studying. It also provides more options in Europe and elsewhere, including youth mobility agreements with over 30 countries. For some families, it offers a different environment for trans and LGBTQ+ family members, with human rights protections for gender identity and expression existing in all Canadian provinces. Citizenship also provides exemptions from restrictions on buying property and opens the door to provincial healthcare and Employment Insurance maternity and parental benefits if they move to Canada.

A child who becomes a Canadian citizen today stands to benefit from future negotiations, such as potential Canadian membership in the EU student exchange program Erasmus+. The ban on non Canadians buying residential property is currently set to lapse at the start of 2027, though it has been extended once already. For Canadian parents unable to meet the residency requirement for children born on or after December 15, 2025, they can sponsor a dependent child for permanent residence upon moving to Canada. The child can then become a Canadian citizen once they have met the residency requirement, typically three years in the country.
